About HPA Addiction Treatment
From Outpatient Office to Full-Continuum Center
Eleven years ago, HPA Addiction Treatment started as a three-room outpatient counseling practice on Main Street in Roseville. Our founders—a psychiatrist, a licensed therapist, and a retired paramedic—saw too many patients cycling through programs that discharged them before they were ready. They decided to build something different: a single location where a person could move from detox through residential care and into outpatient follow-up without ever changing teams.
That small practice expanded year by year. Today, our 34-bed campus serves veterans, first responders, and civilians from across the greater Sacramento region and beyond. Over 3,400 patients have completed treatment here, many of them active-duty or retired service members referred through Tricare and the VA community care network.
Our Mission: Restoring Families, One Household at a Time
Addiction does not damage one person—it damages an entire family. Our mission is to treat the individual while actively repairing the relationships that substance use has strained. Every clinical decision we make considers the spouse who cannot sleep, the child who walks on eggshells, and the parent who has stopped answering the phone.
We hold ourselves to a standard of transparency, cultural humility, and clinical rigor. For veterans and first responders, that means understanding the chain of command, the silence around mental health, and the specific traumas that come with protecting others.
Treatment Philosophy
Our clinical model rests on three pillars. The first is strengths-based recovery—we identify what a patient already does well and build outward from that foundation. Veterans bring discipline; first responders bring calm under pressure. We channel those existing strengths into sobriety skills rather than treating patients as broken.
The second pillar is spiritual exploration. We offer multiple pathways—mindfulness meditation, breathwork, 12-Step reflection, and nature-based contemplation along the trails near Folsom Lake—so each person can discover the inner framework that sustains them beyond our walls.
The third is neuroscience-based care. Neurofeedback, somatic experiencing, and trauma-focused CBT address the brain and nervous system changes that underpin both addiction and PTSD. By combining measurable neurological interventions with talk therapy and peer support, we give patients a recovery that is durable at every level.

Dr. Priya Narang, MD
Medical Director
Board-certified in addiction medicine and psychiatry, Dr. Narang spent six years as a civilian contractor at Travis Air Force Base treating active-duty personnel with co-occurring substance use and PTSD. She oversees all detox protocols and medication-assisted treatment at HPA.
Owen Briggs, LCSW
Clinical Director
A licensed clinical social worker with advanced training in EMDR and somatic experiencing, Owen coordinates individualized treatment planning across every level of care. His decade of work with veterans and firefighters shapes our trauma-centered clinical model.
Sergeant Denise Calloway, RN, BSN (Ret.)
Director of Nursing
A retired Army nurse who served two tours overseas, Denise manages 24/7 nursing operations and understands the medical and emotional needs of service members in acute withdrawal. Her military background earns immediate trust from veteran patients.
Miguel Fuentes, CADC
Lead Addiction Counselor & Peer Mentor
A certified addiction counselor and former Sacramento County paramedic in long-term recovery, Miguel leads group therapy and peer mentorship. His first-responder background allows him to connect with patients who struggle to open up in traditional clinical settings.
